Khalisah Al-Jilani: Representive for the Reapers, Harbinger said that he would have been happy to give more technology to the races except that due to Commander Shepard's efforts in getting the races to share their technology and to work together on the remains of the collectors and Sovereign, most of the galactic races are already only 2 or 3 decades behind cutting edge Reaper technology. Some may say that despite the terrible damage to Earth, it seems the aliens get more for doing less. Also, two clauses in the agreement stand out and should be closely examined. They are, firstly the turian counciler is never to use this air quotes and secondly a specific reporter must be punched every year. Truly, this agreement seems the work of a mad man. Those of you who are so quick to destroy Earth.... you may not like your yourselves and your life for whatever reason, but you should not be so quick to doom the young-lings. People always forget about the kids. I hope you would be able to live with yourselves. Pft.
Tuchanka doesn't have any kids since the Krogan have infertile Females.
