Why cant legion just calibrate wont it be way faster and more efficient?

It may be, but it although will be devote of certain ingenious Turian creativity that unpredictable biological makeup allows Garrus to implement in his calibrations. Legion is a machine, and machines are predictable by their very nature, hence can't create the element of surprise
Everything Legion can do EDI can do better anyway - she is the Normandy after all

People that don't like the Geth would hate having one (well, 1183) in charge of the weapon systems on their ship.
And Garrus would just look strange standing around in the AI core lol
