what is this generally a symptom of,
I selected a CC feat from a mod, and afterwards, checked my character sheet to find the feat was replaced with CE and toughness. obviously a compatibility problem of some kind, but it seems to be a baffling response to one, shouldnt there only be one list of feats? even if 2das are overwritting another, it seems weird to pick one thing and get another.

There is only one list of feats.
Feats are set up so they can upgrade each other, and a module author can specify his own set of feats. ( some feats are used in a module for example for achievements specific to a module ). It depends on which feats.2da is in effect, and what you are describing, well just about anything can happen if you adjust a 2da like that -- generally you should not remove rows from the main 2da files while using the same character.
Not everything is as easy as it can be, the game was not designed for the lowest common denominator to begin with, it was designed to get the game implemented by the devs, and done in such a way so someone in the community can mod it with reasonable effort as a secondary concern. As it is the game is far more moddable by the average user than most other games, with the only real competition coming from NWN1 which in many ways is easier.

thanks for the giant non answer I guess. I know you're trying to 'help' and I don't mean to come off as a little ****, but if there is only one list of feats, why does choosing a specific feat result in a completely different one, AFAIK feats are just numbers and the game assigns these values to the PC upon level up, So the only way you ought to theoretically experiance something like this is if the Feat number points to a different feat ingame compared to the feat list in level up.

What you described is not really enough to give an answer.
If you change the custom content, sure the list changes as the list is part of the custom content ( feats.2da is the name of the file you are describing ) Changing it can be by choosing to play another module, or just downloading new things from the vault, or even swapping out the dialog.tlk.
You also can just be perceiving things are changing when they are not, and it's showing different things because some feats don't show up all the time ( like when they are duplicate upgraded versions of similar feats it only shows the best one )

It's also theoretically possible that a feat was granted to your character by script. In other words, there may be a feat that you did not select directly, but was given to you behind the scenes by the content author.
This will be a process of finding a bug, which means that talking about how something theoretically functions doesn't matter. Someone will have to dig down into the content and figure out where the problem is. Before that happens, it's probably a good idea for you to try to eliminate any possible human error on your end. I don't say this to get into blame games--nearly everyone (myself very much included) has posted a question at some point that turned out to be something silly we overlooked! ;-)

You selected the custom feat in a mod. And then, in the same mod, it changed to something else? Or is it that when you imported your character into a different mod the feats had changed?

There is only one list of feats, as specified in the feats.2da file, per game. If you play a different module, that may use a different feats.2da file. I'm not sure exactly what you're experienced and I have no idea why you might get Toughness, but I suspect you may have answered your question yourself:Femanon.tg wrote...

Possibly, the 2da file being used by the game has changed. Did you start a different module or alter the contents of your override file, for example? This could cause the number assigned to your PC to point to a different feat, even though the game thinks it's the same feat.Femanon.tg wrote...

If you haven't done anything like this, I can only suppose MasterChanger's suggestion that perhaps the feat you thought you were getting wasn't what you were actually getting. Without knowing the circumstances of what happened, it's hard to say, however. What module were you playing? What custom content were you using? This sort of thing oughtn't just happen by itself, so it's either something the module's done or something you're done (though most likely inadvertently).
