This kind of falls in with the topic I created a few days ago. Basically one thing I don't quite understand about the whole "If <insert character> is opposing Hawke then <insert other character> won't." scenario, is why doesn't this query take into account what class Hawke is?
The Bethany/Carver scenario does it, so why not this later choice?
The only answer I can think is that it is a case of the Highlander scenario in that 'There can be only one' who opposes Hawke and thus not complicate the scene later on when they do. I just don't understand why they could've have rigged up a scenario whereby you can face two former followers.
So a Warrior Hawke sides with the Mages with less than 50% friend/rival score with Fenris and Aveline, the two warriors decline to aid Hawke and so later on we have scene where they initially encounter Aveline who throws down her sword and walks off, then we have scene just after that where Fenris walks in with some Guards and fights Hawke.
Or opposite scenario (and to some extent potentially easier), Mage Hawke sides with Templars, kills Anders but Merrill stands against Hawke and so fights her later on or pretty much same scenario as the warrior one but Merrill and Anders double team Hawke and the remaining followers.
Don't get me wrong, I understand it for non-Mage/Warrior Hawkes in the respective Templar/Mage playthroughs but it just seems a bit crazy that it doesn't fall more in line with the Bethany/Carver situation.
If Hawke is a mage, a follower Mage isn't really required, just as if Hawke is a warrior a follower warrior isn't really required.

Just guessing here, but it may be to balance out the (roughly) two types of mages or warriors. With a warrior Hawke, you could opt for either sword & shield or a two-handed weapon. With a mage, you might go the force/elemental route rather than creation.
So you have a mage Hawke with Carver as the living sibling (provided he was not carted off to the Deep Roads), and you select all creation/spirit abilities/spells. It would then make sense to have Merrill with her primal spell tree (you could switch that around with Anders as well). And if you have a warrior Hawke with Bethany as the living sibling, you could have opted for a two-handed weapon with Aveline as your sword & shield.
While Merrill, Fenris and Aveline could fight Hawke at the end, or leave, and Anders may be allowed to live, or be killed (and the possibility that a sibling will die in the Deep Roads), you would still be able to achieve some sort of balance of might at the final battle.
Just a theory though.

I can't even guess as to the reason they decided to do this, but it annoys me to no end. You don't need 1 of every class in your party to complete the game, not by a long shot. So whatever they were thinking when they decided on this... hell, I just don't get it. All this really does is prevent me from customizing the final team composition to my liking...
