Logic would dictate that the sales of post-release content would be a better indicator of how other post-release content might be received, as opposed to the sales of the base game.

No.
How DLC sells, however, dictates how much mindshare the game still maintains. Initial sales of the game tell you how many people own the game, but it doesn't tell you how many are still looking for new experiences in that particular framework.

They're implemented better (they couldn't afford the parachutes anymore). And by better, I mean that they run towards you from a distance, or they're behind doors, or they're already waiting somewhere.
There are less mooks to fight. It's more along the lines of how many enemies Origins would have you face in some areas. Instead of fighting 70, you now fight about 40, and they don't come in at the same time.

I just don't think for a game with questionable sales and likely an even more questionable existing fanbase, that BioWare would sink major resources into a full expack. I think they'll just do a more ME2 style series of DLC's.

This comment makes me wnat to get Legacy but I don't have the cash at the moment. GF's birthday is coming up and I'm getting her ME1 and 2 as well as a code for the Kasumi DLC.

And if they work on DA2 DLC, it doesn't meant that they're doing in lieu of working on DA3.
Anyhow, Bioware definitely owns my heart, especially after Legacy was just so brilliant.
If you could, maybe, do anything more with Anders and Fenris? I'd love you forever.

What were you expecting?
The people buying Legacy are on the whole the people who liked DA2, or at least aspects of it, the people who thought the game pretty much sucked wont be buying it for the most part I would imagine, on this forum the views on legacy are bound to be skewed in favour of the positive.
But at the same time there's a big number of people on here who will hate on anything Bioware put out that isn't Origins-related anyway, so it all balances out.
Well of course, those people who feel most put out by the direction DA2 went, I don't really think it's a case of something just not being Origins though, I think a lot just think DA2 is a bad game. I'm in that camp, I don't hate anything about it, hate is far too strong an emotion for something that is basically a bit of lightweight entertainment.
I don;t have to play Legacy to know I wont like it because I can't stand the combat in DA2, I just find it utterly boring and silly, this isn;t going to change in any post DA2 content and it wont change the main game, so i'll be passing on this and any future DA2 content.
If you liked the combat though I can see why people would think this is a step in the right direction and just from watching bits of it I can see that (even as somebody who likes to "hate" on DA2
