Is it possible to fill up a renegade bar being a Renegade on most discussions while in major plot ones going Paragon (i.e. Rewriting Heretic Geth, etc.)?
I want to try to do an anti hero Shepard, ruthless guy who at the end of the day, does the right thing.
How much facial scarring would be affected by doing so?

You can't know unless you try. I would think it would end up pretty even with Renegade holding a slight edge, but I've never really tried it. And I'd bet facial scarring wouldn't get much better or worse.

They both need loads of points though ;<
The Save editor (for ME2) solved my problems. Now I'm full both, and I can take my pick.
However it might end up glitching in ME3 when you have to dominate one path.

Thing is, I want to try a Renegade Shepard, but I can't bring myself to do extremely evil choices (like killing the heretic Geth, giving TIM the base, etc.). I want to do a Shepard that is an ass/jerk but has good intentions.
My fear is that I may not be able to get Miranda/Jack and Tali/Legion to compromise after they're loyal for doing paragon stuff and not going super renegade.

I don't really think killing heretic geth as being 'extremely evil' but I just finished a run where I went paragon for most plot choices and ended at almost full renegade and only the first bar of paragon

Should be possible to max out both bars. That means that you will pretty much have the facial scarring you started with and you won't be able to make your squad mates compromise.

Two things to be considered:
I received full bonuses at the beginning of the game (190 to both allignments), and added 100 points to Renegade bar using save editor.
Still need to complete, Samara LM, Reaper IFF, Suicide mission, Lair of the Shadow Broker, Overlord. Various sidequests and many squadmates conversations. Everyone is loyal so far. Most paragon decisions were taken, such as sparing Maelon and Sidonis, keeping Maelon's projects, helping civilians...
