The lore is not broken. You simply have a misguided belief that it is broken because of your poor comprehension skills.

In case you haven't noticed, the established lore in Mass Effect tends to not translate well into gameplay.
Because if it was so true to the lore, Shepard would be able to use his/her biotics about four/five times per battle at best before getting exhausted, and shields wouldn't be able to block punches.
