All it means is that the Reapers have to try processing a few individuals before they can determine if a Reaper is viable.
That says nothing about how many total are needed.
If every human isn't processed, then so what? Can't save 'em all regardless.

The Reapers subdued the Protheans long ago. Probabilities suggest they attempted to create a Prothean Reaper. And failed.
It's entirely possible the Reapers had rejected them beforehand, as they have with the current crop of non-human species, and never bothered moving to the "Let's start work on a Larva and see how that goes" stage.
