As for me, Wrex is pretty cool, but my one true bromance is with Garrus.

It's different for every Shepard. My male Paragon Vanguard was best pals with Kaidan, Liara was his LI, but Kaidan was a Solid Dude that he could really relate to (both biotics, both Boy Scouts). He also has a tremendous admiration for Samara. My female Paragon Adept also has Liara as an LI, but she is best pals more with Joker than anyone else (she did save Kaidan on Virmire though). She appreciates Joker's sense of humor and lack of deference to authority.

My female Neutral Engineer has Kaidan as LI, and she is cordial with everyone, but she doesn't really have a BFF per se. She's too wrapped up in analyzing every aspect of the ship and the mission to really focus on the people around her. My male Neutral Sentinel doesn't have an LI (he's gay), and while he's polite with everyone, he doesn't really have a BFF either, though he kind of looked up to Pressly as a father figure of sorts. He saved Kaidan on Virmire, and was somewhat attracted to him, but it was more about Kaidan being a biotic, and therefore a more significant asset/investment of the Alliance. Human biotics are still rare, and leaving one to die is something you do only if you have no other choice.

My douchebag male Infiltrator doesn't really make friends, he's too busy seeing how many chicks he can bang (Ashley, check; Jack, check; Kelly, workin' on it). He barely talks to other dudes and is douchey toward everyone unless he wants something from them. Then he tells them what he thinks they want to hear. My psycopath female Soldier is besties with Morinth, the only real kindred spirit she's ever run across, though she has a connection with Kasumi as well. She seduced Kaidan and Jacob, and managed to get Jacob killed afterward, but she never had feelings for either of them. She exults in killing and death, and Morinth seems to "get" that.
