My Shep is gay, but Garrus and Wrex will always be his bromances. He has no interest in either of them, but is extremely loyal both and counts them as his best friends (along with Liara and Tali).

Its' Garrus. He has just the right amount of bro in him to be my sheps bromanced, none of the other fit.

Zaeed is the old mentor, Grunt is the young apprentice (your his battlemaster), thane is too soul searchy, legion is barely acquiring emotions, and jacob is that guy from accounting.

Edit: Ah I should say wrex was my bro in ME1 though. Garrus just hadn't matured enough to be my bro then, and wrex somehow overcame the "old mentor" trope despite being hundreds of years older than me.

Wrex and Garrus. They are my FemShep's best friends in ME1. In ME2 it's Garrus, since he stays and fights at her side, even so she's with Cerberus. His faith in Shepard is great. I'm sure Wrex would do the same for her,when he wouldn't lead the Krogans, but since he's not around, it's Garrus

For my MaleShep, Garrus and Wrex. They're awesome, and everything about them is awesome, period.
In ME2, Legion is a very good candidate to join the Brotherhood of Shep, mostly because I wanted to have a robot buddy since I was six and my parents started reading stories from Stanislaw Lem to us. But Garrus is still his number one, and really, I think he is closer to be my Shep's 2IC than Miranda, at least in a combat situation.

For my FemShep, well Garrus and Wrex still get a very high rating, but if we go for nonromantic same-sex relationships, Tali is definitely her number one sistah (that is the female equivalent of a bro if I'm not mistaken). Cute and adorkable, but really badass, selfless and loyal.
