So i just had a look at the store update that's comming and apperently they haven't listed Legacy, now it could be that it's just a typo, but i was curious if Bioware removed it because of people having issues ?.

Apologies for the delay, everyone. We're still investigating why this has occurred but Sony Europe has confirmed that they will launch the Legacy DLC tomorrow morning.
