Is there a mod that enhanced the campaign experiences? Origins and Awakening? Especially on the item/monster/skill balancing front?

There are a lot of balancing mods in the nexus Dragon age site, just choose categories and search the Gameplay section with Most Endorsements as the searching criteria in a Descending order.

why, it was possible to modify Awakening as well?

Not directly but there are a few mods that affect playability (like random drops and rebalancing stuff), add items like runes and stuff or fix DLC importing, but as far as I know its not possible to modify content (though theres supposed to be a mod that adds Leliana as a companion, waasnt there?)
