Just on that, it was one of the things I never really understood from ME2. Why does everyone have an ethical problem with what Rana was doing? Was she really morally wrong?
Never really explained. It's visaully implied she was experimenting on live beings, but you don't really know what it was she was doing in the first place, so there's no way to answer the question.

Here is my fantasy on killing that f-wad. Take both Jack and Liara with Shepard. Shepard allows Jack and Liara to play boitic catch with TIM until they are tired of that game. Both pin him with their boitics against a wall and for Shepard to place one bullet between those goofy eyes of his.Markinator_123 wrote...

I'm a Specter, I work for no one. Sure he gave my Shepard life again, but I don't trust anyone who has done harm to innocents, and he's probably indoctrinated, so yeah that's enough for me. Crazy dutch bastard.

I don't trust Miranda either for that matter even though she did tell TIM to stuff it. She tried too hard to make Sherpard think Cerberus was good and to my Shepard, Cerberus is as evil as evil comes. I also did not want to work with them.
