My guess is that she is Gillian Grayson. It makes sense given that she appears to be dishing out vigilante-style justice to Cerberus after they killed her father in the next novel. Also, Kai Leng from the novels is appearing in ME3, so it's not far-fetched that Gillian would appear as well and have some beef with him.

Gillian is a teenager who just happens to be a remarkable biotic (Jack?). So no. She also doesn't have any real combat experience that we've seen.

*Runs in* Maybe.....the Vigilante is a Raloi *ducks for cover* I just think that it's a possibility because, we don't know what they look like...and it would be a surprising (and unlikely, I know) Easter egg from ME2 Cerberus News, + It gives everyone a new species of Alien to learn about (for those who enjoy alien squaddies) even if it isn't a Raloi I hope their mentioned in ME3 along with the Virtual aliens, because honestly if Bioware is gonna add them might aswell flaunt them in the final installment of the trilogy....just my 2 cents!

So is this person gonna be the one who's going to take up space in the Life Support room where Thane was in ME2? You could always go in there in 3 but I only ever got a model ship from there. Maybe this new squad mate is intended to take Thane's spot on the ship.

*edit: nevermind what I said above, I just read the parts about her being a stuntwoman and acting for a "film" instead of video game.  Oh well.
