The amount of RAM has no relationship to graphics animation speed at all, only to high screen resolution settings. Many cheap graphics cards are festooned with multiple GBs of the cheapest VRAM purely to scam the unwary buyers into thinking that they have something special when those cheap cards are so slow, and have such narrow bandwidth of memory systems, that 64 MBs is their usual limit, with occasional bursts to 128 MBs.

Most likely you have fallen for that scam and need to get a better graphics solution now (which in the case of mobile units means replacing the entire laptop).

Video Card = 256 MB (with Pixel Shader 3.0 support). Supported GPU Chips: NVIDIA GeForce 6800 or greater(**); ATI Radeon X1600 Pro or greater. Please note that NVIDIA GeForce G.205, G.210, 310, 7100, 7200, 7300, 7400, 7500, 8100, 8200, 8300, 8400, 9100, 9200, and 9300, also (probably) GT 520; ATI Radeon X1300, X1550, HD 2400, 3100, 3200, HD 3450, HD 3470, HD 4200, HD 4250, HD 4350, 4550, and (probably) HD 5450 are below minimum system requirements. Updates to your video and sound card drivers may be required. Intel and S3 video devices are not officially supported in Mass Effect 2.

(**)Two of the Geforce 6800s are worse than the next-lower Geforce game card, the 6600 GT, and should be avoided (6800 SE, 6800 XT).

I suppose it's redundant to confirm that the idea that anything "new" is particularly good, is a bogus assumption.

The 8400 is unsupported in ME2. It is possible to get it to run after some tweaking and fiddling, but you will be have to switch off every effect setting, and run at very low resolution to get anywhere near a playable framerate.

Among low end graphics cards, the 8400 isn't the worst being sold, and not even the G 210 is the worst.  There are still FXes in some stores, those were so vastly overproduced compared to how few they were able to sell.  But the 6150s aren't "Cards", they are chipset video chips, which means that the computer with that setup has no graphics card at all, so that for it, even an 8400 would be an enormous upgrade.  

Both PCs need better hardware.

Here's a somewhat detuned HD 4670, which only has DDR2 for RAM, instead of the reference GDDR3, but it's only $35 after the rebate:

The best price I could see for an HD 4670 with the correct GDDR3 was $60, but you can get a more recently produced HD 5570, with roughly similar performance (to the "normal" GDDR3 version of an HD 4670), and slightly less cost ($50 after rebate):

Let's not confuse the issue excessively. The OP has two PCs, one of which has a very slow video card that nothing is going to feed any pep pills into. His other PC does not have any video card at all, only a very sorry chipset video chip. In neither case would your "solution" be able to solve the problem he faces, which is the need to replace the video in one or the other of the machines.
