I'm getting a weird issue with my copy of Mass Effect 2, where I just had to reinstall due to transfering my PC over to 64bit when upgrading it. When I try to boot ME2, it goes through the typical steps, updating Direct X, using Windows installer.
Here's where the weird part starts:
When Windows Installer comes on "First time startup" procedures. It says (1/1)Windows Installer[?] (The brackets with the question mark is because I don't know the alt code character). It starts to proceed as normal except that my computer starts to lag up horribly, processes move slower, etc. When the Windows Installer finally comes up, it locks up and fails to install, but my processes still register ME2 as running. At this point the locks are so bad my computer is pretty much frozen and I have to reboot the entire computer.
My specs:
Hitachi 2TB HDD
Windows 7 64bit Ultimate
nVidia GTX480
12GB RAM
Intel i5 2500k @3.3GHz
If anyone could help I would be greatly appreciative.

I assume you are running the installer app as admin, and in XP compatability mode?

Yes, I did try that but it screwed up again, so I decided to take the CD-Key from Steam and install it through Origin to see if it avoids this issue
