All 3 are just as easy to aquire and quite versitile even when you're not using them as a CCC. The cold spells come with a guarenteed 100% with mastery though.

Winter's grasp and petrify are reliable and long ranged, cone of cold is short ranged and works in a frontal cone, but doesn't always apply.
I imagine it's largely going to depend on what you're using it for. I generally prefer winters grasp and petrify as a duel wielding assassin rogue, as it rarely fails to apply, and I'm looking to use it with assassinate on specific, high priority targets. If I was an archer, I'd be more inclined to use cone of cold, as my brittle-exploiting attacks are AoE.
But to be honest, I generally have all three anyway.

I prefer petrify if I'm not controlling the mage because it doesn't have friendly-fire on nightmare.
