That would raise a lot of questions. Executing him openly sends a message to the Bannorn not to mess with her. And it is quite legal, unlike assassination.

Alistair is more than merely inconvenient. If hardened he demands the throne. His last name alone gives him a claim to it that Anora simply doesn't have and she knows this. There's no way she knows he'll wander off and become a drunk in the Free Marches.Wulfram wrote...
Using your first action as reigning Queen to establish yourself as an arbitrary tyrant who will kill anyone inconvenient is not the way to ensure a serene reign. The open murder of Alistair isn't just wrong, it's foolish. If she wanted him disposed of, she should have at least had the sense to quietly contact the Crows.

The Antivan crows should be able to make it look like an accident, if you pay them enough.
Openly ordering his murder at the landsmeet sends a message that she is a crazy wannabe tyrant - and thus that they really do need to "mess" with her and soon.
And, given the generally limited powers of Fereldan monarchs, I really doubt her actions were legal - having a landsmeet is really pretty pointless if the monarch can just send anyone who disagrees with her off to be executed.

It's worth nothing that Anora spares unhardened Alistair's life if he turns down the throne and swears a oath to Anora. She also spares his life if he kills Loghain and refuses to seek vengeance afterward. It's the claim to the throne that causes him to be executed.
I'll also address why not do it quietly-there would be doubts whether Anora was responsible for his death. There would also be doubts if Anora was strong enough to keep her throne. If she's in a marriage with a Cousland, I'm sure the leading nobles would ask him to take power from Anora. I'm sure she is aware of this, so she makes a public show of killing Alistair.
