I haven't played my legacy yet. started from scratch and wanted to eait until Act 2 or 3. But I'm runing into a problem romancing more than one companion. I wanted Fenris first then when he dumps me to go to Anders, but the flirt options either aren't there or when I try to get Fenris to stay at the estate after Bittter Pill he says no. WHATS UP WITH THAT!
Can anyone assist me?

I think he is supposed to leave after the Bitter Pills quest and after you reach 50% rivalry or friendship with him, that initiates the Questioning Beliefs quest where you can flirt and I think he appears at the estate.
I am not 100% sure as I have not romanced Fenris in a while, I would have to do some testing, but I think that is how it works.
