Despite the article being a year and four months old, it is the best rendition of what Tali may appear to be as the artist captured the essence of Tali's personality. As it was amazing enough to catch the eye of one of the Bioware's artists who tweeted the pic. But in time we will see, I am among the many who want her face to be revealed in ME3.

I hope not, because if they do reveal, that will dissapoint many people, they cant satisfy everybody, so what her face is like is up to you

i havent spent more than 10 seconds thinking about whats under tali's mask in the four years ive been playing mass effect games. tali's face isnt important to anything but curiosity

if bioware put up a poll today id vote No, keep her face hidden: if bioware lets tali take off her mask in ME3 ill take a peek if the event was part of my normal playthru routine

From what we know about quarians and what we can see, they are resonably human looking. Although I agree that that particular picture is perhaps too human looking.

The description of Quarians in the book is deliberately vague.

The only thing that is stated about Quarian appearance is that they have similar facial features as humans, and either  have smaller ears than humans or internal ones like a reptile. The similar facial features doesn't necessarily mean they look like humans, though. The Drell for example also share the same facial features.

In fact if Bioware ever reveals the Quarians I think the Drell should be used as the template. Not that the Quarians are necessarily reptilian, but that the Drell represent sort of a middle ground between alien and human features. They aren't as alien in appearance as Salarians or Krogan and aren't as human in appearance as the Asari.  Bioware should also aim for the middle ground if they reveal the Quarians.
