I bought the exiled prince, I have already made it through past the deep roads expadition. (quiet a ways past that actually) and I haven't ran into him in the chantry. I just past the part where you confront "mother patrice" about the missing qunari delegates... Hopefully someone can give me a hint as to where the content comes into play....

In Act 1 you do a quest for Sebastion to begin the Recruitment. Sorry but you've advanced too far

I didn't get Sebastian until late in my playthrough (was late in act 2 or act 3) so I don't think that matters. I did have to manually install the content....once it is installed then as you walk towards the chantry there should be a cut scene between Sebastian and Elthina, then check the board for the quest.
