(purchased ME1 and ME2 from Steam)
When I try to import my ME1 character, it shows the Level 35 character that I want to use. Then I go through the cutscene of the Normandy crashing. Then, when I am revived, it shows my character stats as beginning level with Reputation as Sole Survivor.
I have followed (several times) the process of opening the Game Launcher, selecting the Save file under the docs/bioware/save . I don't think this is the issue.
Why are the stats for my ME1 character not transferring?

ME2 is a reboot of your character to a fair degree. The redesigned the game engine mechanics for skills so they punted you back to level 1. For import if you import a high level character, read above 50 you will receive a higher starting level the closer you get to 60 up to level 5 starting for a 60 level import. You will receive bonus minerals and money for having the rich achievement and a few other perks but that is basically all that imports other than the story aspects of the game. The main reason to import a character is to get all the choices carried over so you can see a continuation of YOUR game into ME3. So for best results go back and play ME1 a couple of more times NG+ to get a level 60 import and perfect choices for you and come back to ME2.
