 I recently installed ME 2 and all of the people seem to look like this: i.imgur.com/sOdQV.jpg 
I also thought rather than typing my system specs this would be easier http://i.imgur.com/I0MVx.jpg
for some reason my vram is negative the whole number is -1346854912 bytes

does anyone know how to fix this problem?

Problem cannot be fixed. Your system doesnt meet minimum requirements. You would know this is you have a legit copy, as the system requirements are listed on the Steam page, Origins page, and on the back of the box of the physical copy.

oh ok i think its just my video card then. i never know which is better than another so i got a computer with a ****ty one i thought was good. damn i have to spend $100 sooner than expected..

If you're adding a new graphics card make sure you have a power supply that can handle it.
