A glance at Mass Effect Wiki or the Codex will show that the Batarians have been violent aggressors to virtually the entire galactic community for as long as they've been capable of FTL travel. Their acts of terrorism are wholly and completely unjustifiable. That said, these acts seem to be the actions of their govt as large portions of their own population suffer from their own tyranny and barbarism. Look for a revolution to happen in ME3 that'll hopefully put an end to their govt sanctioned terrorist acts and have them join the civilized galactic community as a whole.... if there's any left. Don't the Reapers have to pass through Batarian territory to get to Alliance territory?
