Best Act to do Legacy DLC?

Seeing how I did several post games, I am more curious about Act 1-3 options.

You also get some good interaction from the sibling (I did it with carter) especially the ending of the malcolm's will quest, and the extra ending scene back at Gamlen's house was a nice touch as well.
However obviously for gameplay it may be worth doing it close to the end of act 2 when you're level 20/21 as they items you get do not level up with you.
I have yet to do the other acts yet, but I imagine a sibling in the wardens would give a whole new dynamic to the quests and I'm currently getting a save ready to do this

Although I haven't tried it, I would say not to do it during Act I unless you are pretty solid awesome at the game. I hate Genlock Alphas. That's all I'm gonna say on that point.

On my first time through I brought Anders, Carver and Varric, second time I brought Merrill, Isabella and Aveline. I liked the second party better, because they were less predictable. Also, the first time I missed the helmet, and I kinda wanted the complete set.
Doing it during Act 2 goes very well with the main storyline. Also, I sort of wanted Leandra to see Carver one last time.

It's practically semantics, so I apolgize, but that's not completely accurate. There's console commands as well as xp glitch exploits. I may be mistaken, but I also believe that trash mob thugs continually spawn in Nighttime Kirkwall, so someone suitably bored and most definitely unemployed could theoretically grind their way to level 50.
There's no way, playing the game as intended, to reach level 50, for sure.

Post-Game, highest level=better stuff.
To be honest, even playing from the post-campaign I still finished up wearing the Champion's set and wielding the Celebrant 2h. If the Legacy items are better, they're not much better, I wouldn't put them above getting new story content by doing it earlier personally, anyway.

Yeah but you also get nice dialogue if they are either Circle Mage or Templar, also if they aren't there, at the end of the Malcolm's Will quest, I believe you can get a scene with your LI instead where you state you miss them (in mine where I did it post-campaign, Hawke was the only surviving Hawke left because Bethany had died in Deep Roads).
Also there is potential banter relating to LIs as well, so if doing Act 2, it's best to wait till after you've got a romance path going.
With the fact I've got multiple Hawkes I've tried all of them so far, although I think Act 3 would be pretty much the same as post-campaign and Act 2 post 'All That Remains' well... apart from the fact that some party members might not be there Act 3 or Post Campaign obviously.

Don't think there's much of a change between act 3 and post game since post game is classed as before the final battle, but the items can be handy before getting champion set, still disappointed that the special uber hawke legacy weapon doesn't level and so will become obsolete, but alas.

I recommend Act III, after you have done all the side quests (you DO do ALL of them, right?) except the Final Straw. IMO this gives you the most powerful upgrades from Legacy just in time for the final Meredith battle. If Carver went to the Wardens he is dispatched by them because of a darkspawn attack on their base in the free marches, so you can get him in your party even if he is greyed out in the main game. Equip him with something epic like the Empress' Point and stock up on potions. Make sure anything you have that can be runed is runed to the max. BTW, do all of your shopping at the Black Emporium, Lowtown or Hightown, but AVOID going to the Gallows at all, since your arrival there triggers an immediate cut-scene for the final battle. When all of your ducks are in a row, proceed into the fortress and enjoy.
This is IMO one of the better DLC BW has issued, and if the rest of DA2 was closer to the way this was done there would have been less complaining about it. Having Carver with you also enables you to resolve his long-standing issue of being overshadowed by you. If he begins as a rival if you play the dialogue correctly you can move him well into the friend zone, and some of the dialogue with him regarding your past is quite touching. Well done.
