Garrus and... the other one would depend on that particular character's romance.  For example, one might be Ashley and Garrus.  Another might be Tali and Garrus.

Given who we know are permanent squaddies, if I get to choose who's with me at the end, it'll be Garrus and Tali.

Why?

1. Garrus is The Goddamn Batman, and Tali my only LI.
2. I'd take Wrex, but he's a cameo. Same with Legion.
4. Liara is too forced and important with plot armor, she never interested me in any way.
5. Ashley and Kaiden abandoned me.
6. Don't know Vega or "the Vigilante"
7. No other confirmed permanent squaddies.

It's a little bit complex because I need a balance team

For my soldier Shep: I will need a tech expert (Tali) and a biotic one (Liara)
For my infiltrator Shep: I will need some one with tech and fighting skills (Garrus) and a bioutic expert (Liara)

So yeah, balance is the key for me

1) Canon playthrough - Tali and Garrus, all three games. Since they were (theoretically) in all three games as playable squadmates.  (Kaiden was LI).

2) Femshep soldier playthrough - Wrex and Garrus. (Garrus was LI).
3) Femshep infiltrator playthrough - Samara and Thane. (Thane was LI).
4) Maleshep vanguard playthrough - Jack and Zaeed. (Jack was LI).
