So I'm on a new computer and I restarted DA, as far as I'm concerned I already earned those unlocks so what I wondered is if there was a way to get access to the by moving a save to this machine, or is it a trigger sort of thing?
Unlocking specializations through a save?

The specializations are tied to your account/profile, and not any particular game save. If you unlock a specialization with one character, it remains unlocked if you start another.
If you are able to keep your achievements and etc., then you should be ok with unlocked specializations.

Its locked to your total profile, not a save file.
Im actualy not sure about it but it may still be unlocked as long a your account is signed into the game.
Otherwise you can install this Mod
www.dragonagenexus.com/downloads/file.php
And use it to unlock all the specs by reading the book in it.

FYI: porting a save game over does nothing to unlock the classes for your other character, in fact you loose access to what classes you unlocked but didn't choose on the imported save...
Poking around I found a file called 'profile.dap' that looks to be the culprit, but after weighing my options I'd rather not mess anything up and accidentally unlock some sort of cheater achievement.

You could always try Cloud Gaming.
