You know how certain races level up mores slowly like say Drow and at the end of the OC you can reach a max of level 18? Does that mean if I'm a Drow I can only reach level 16?

No. Firstly, in the OC it's more than possible to reach L20. Secondly, the level adjustment of races like Drow doesn't prevent them from reaching higher levels as per say, it just means they take more XP to get there. This does mean that if the OC did only have enough XP to reach L18, yes, a Drow would probably only get to about L16, but this is not the case. The XP you get varies slightly based upon certain factors, and there are certain instances where I think you can end up fighting theoretically limitless enemies, so it's possible in principle to reach any level of XP.
Also, I believe there is a slight discrepancy in how the kill XP is handled. Basically the game does not, I think, treat a Drow as being two levels higher, I think it will calculate your strength its own way and so think you're only slightly more powerful than a character of your level with no LA. THat means it will reward more XP to you for kills than it probably should, so a Drow will gain XP a little bit faster. Overall, this might allow you to catch up a little by the end of the game.

There's really no limit on your level in the OC, but your drow will always be two levels behind where the character would be if it was an ECL 0 race (unless you play something that does not cap ECL races, so they can reach level 30). ECL accounts for inherent differences in power between races.

Does anyone have any idea how you get the game to let you select Drow? My game does not have the option, It is Moon Elf only.

Your dialog.tlk file is corrupt, or you have one in your overide or tlk folder that does not allow it. If you have a Steam version of the game, verify the files (which should fix a corrupt dialog.tlk in the default location).Aikidogamer wrote...

Skadison, campaigns have 2 settings, max level and max xp. A character can not exceed either of these values.
For the OC it has a max level of 20 and max XP of 253,000. That is the equivalent of lvl 23, so a subrace with a 3 ECL can reach lvl 20.
For the 2 expansions the level cap is 30 and the experience is 561,000. The equivalent of lvl 34, again a character with a 4 ecl should be able to reach level 30.

-The top image has a bad dialog.tlk. There is a box to click for the drow but there is no name or sub race description.
-The bottom image has a bad racialsubtypes.2da. With this error there is no box to click on, the drow is not a playable race.

Ok so I did a brand new install and did the verify thingy and it fixed it. I dont know what was different from last time but it worked. Thanks all for the off topic help. Yall are amazing.
