With ME3 having "weapon mods" we are going to need someone to get them from right?
So should we give Gavin an exclussive contract to develop weapon mods for Shepard?

we bring him credits , resources... he "develops better mods" {along the line of Wade in dragon age origins but way better than that}
Could have him as a DLC (that way if his "mods" were really overpowered... we could blame it on having to pay for it) {[If that's what it takes I'll pay 800 ms/bioware points for a story Dlc with Gavin. &and have all **for another thread/ topic** weapon/appearence dlc included in story Dlc]}
Have him in at launch ?
could be hiding on some planet ?
could have his own base on a space staton? *cough*
Are these mods going to be "Special" or "stock" ?
what do you want for "quests" from Gavin or to do with?
what kinds of mods will he offer?

I feel that since his appearence in ME1 was so small that He shouldn't be included on the list of things dependant on having an imported shepard. He would then be in game for everyone even playthroughs started in ME3.
Gavin Hossle would then be a "canon" npc ...*He does survive Feros no matter what.
TL/DR: Gavin as a Weapon mods dealer in ME3?
