When can Questioning Beliefs for Fenris be triggered in act 2? I´ve been lead to believe it has to be donbe before 'A bitter pill' to romance (rival path) him.

I believe it comes up as soon as you get to high enough friendship or rivalry for his bonus to show up (in abilities.) It doesn't matter if it doesn't happen before A Bitter Pill--you can romance him if they happen the other way around, as long as you aren't romancing someone else.

So being at full rivalry already it shouldn't be a problem?

At the start of Act 2 you'll receive the quest 'talk to Fenris'. After that, if your rivalry or friendship is at least 50, you'll immediately receive the questioning beliefs quest. It looks like there's a bug with Fenris' romance that breaks the romance if you do questioning beliefs after 'a bitter pill' so if you want to romance him, finish questioning beliefs first.
It's easy enough to get 50 rivalry or friendship with Fenris anyway. For more information you can always check
