I accidentally sold my Blood Dragon Plate and when I finally get to where a character of mine can wear it, I realize I don 't have it anymore, and the person I sold it to no longer exists (the guy in Lothering).
So how can I get items back? Is there a command I can use to get the item or some other method?
How can I get a lost item back on the PC version?

You can try using the console to manually spawn the item in your inventory, but you need to know the item's code in order to do so. Try doing a Google search for "Dragon Age item codes".

You can also try disabling the Dragon Armor add-on and force loading a game. Saving then reenabling the add-on.

Disabling the add on and forcing load didn't work. And I screwed up my game when trying to enable the console, so I had to reverify the files on Steam to get the game working again.

You need the "additem script" mod, which you can find at Dragon Age Nexus. If you don't have it installed already, you'll also need the "make console commands visible" mod (also @ Nexus). Check the DA:O wiki for the info on how to enable the console.
Once you've done all of that, you just need to start the game using your new shortcut (created using the instructions on the wiki) and load your preferred save, Hit the tilde (~) key to bring up the console, and you should see a cursor. Type the following (without the quotes):
"runscript additem prm00im_dragon_blood_plate.uti 1"
Hit "enter", and you should get the "item acquired" notice, and the armor will be in your inventory.
If you're not used to installing mods, the process probably sounds like a bit of a hassle, but it really isn't. 10-15 minutes should do it.
Not sure if outside links are kosher here, but here's the relevant links. A mod can edit them out if they aren't cool.
