Um, I'd say -SNIP- being the DLC character is highly unlikely. If we're to assume the inclusion of their concept art within the art book means they're automatically non-DLC, then -SNIP- would be in the main game, much like Jack, Mr. P, Vega, Kaidan, Ashley, etc.
I came across something of interest that may shed some light on the identity of the DLC character. Over on page 60, I found a screenshot originally
capped by fellow BSNer Caleb Dolan (cheers!). The said image comes from the unboxing of the Collector's Edition, btw. I turned it into a negative as doing so seemed to allow the silhouette of the character to
*pop* out and appear a bit more recognisable in shape, though not by much. Also, I find if you look at the image from a few feet away it seems to take on a humanoid shape more than any other, at least to me. Think of this image as being part of one of those weird brain puzzles specifically designed to mess with your eyes.
IMO, I see a guy in armour similar to what Benny's wearing in the debut trailer and he's holding what I believe to be an Incisor sniper rifle. Um, I think it's an Incisor...
*studies the image a bit more* Ugh, now everything just smooshes together the longer I stare at it.

If the image is indeed that of a human, I'd almost believe it to be Vega based on the shape, but he's already a known squadmate. So, if -SNIP- and Mr. P are disqualified as being DLC characters 'cos their concept art's in the art book, then this chap is someone entirely new.
Hm, you know, when I first saw the word "classified" stamped on the pic, the first thing to spring to my mind was a particular clue Bioware gave us before we knew ME3 was, well, ME3. I'm referring to a link which led us to the Secret Intelligence Service website.
My final thoughts: I'd like to think the silhouette belongs to the Big Ben sniper. Perhaps Bioware realised how many fans the guy has and decided to change Mr. P's earlier DLC Only status to Main and put Benny in his place.
*shrugs* No one can say for certain, at least until someone asks the real DLC character to please stand up.
