I've avoided details as to why we're there, but it has something to do with gathering prothean data caches.

He is in the game, 100% confirmed.

Of course he is! Look at the description of the last concept art posted:
"The look of the Collectors influenced how we created the Prothean squad member. "

if prothy is the squadmate in the collectors edition then i wish they would tell us because that would convince me to buy the collectors edition. oh well im sure they will release that later.

Salarian genius and similiar appearance.

Built AI's and ended up fighting a disastrous war with them like the quarians.
Similiar features to drell (gills).
Four eyes like the batarians.

Don't know what they've got in common with humans/elcor/volus/hanar/raloi though.

Like humans they think they're better than everyone else. We can cover the others if they speak in a monotone voice, are ancient histroy's used car salesmen, worship themselves or another older civilization, and get injuried when they first meet the Krogan.

Possibly. It's not present in the script, though that's not a great indicator considering a lot of stuff is missing from it.

Eletania will probably just add one extra line of conversation with him, I'm guessing something along these lines:

Shep: "So, Prothy, I once went to Eletania and discovered this prothean artifact showing me how your race kidnapped my ancestors and studied them. Any thoughts on that?"
Prothy:"No wonder my race died, if we wasted time and resources studying such a primitive race like yours."
