Figured as much that he'd indeed be the DLC.... not like BioWare doesn't have a history of denying DLC content that later turns out to be true, after all. 

They never denied that he would be a DLC squadmate. The only official comment about it was that that text shouldn't have been on the announcement image.

"At no extra charge"?! The CE is like 30 quid more, it's less expensive to download it with the SE! :L

I know I'm not really accounting for the extra stuff in the CE for the price, but still, "for no extra charge" seems a bit of a moot statement...
