Seems like it. Interestingly, as SirDario pointed out, it appears to be similar to the Collector Particle Beam, yet squadmates (or just Javik) can use it. Perhaps it's an alternate assualt rifle that burns through ammo.

With modern genomics where it is today, I don't see why a computer program cannot take his genetic code and randomize the DNA with conservative missence substitutions in order to create pseudogenetic deversity among protheans and then proceed to clone some. The structure is described as a quad helix so I'm sure the mechanics are the same as normal genetics but twofold and can contain twice the genetic material in the same amount of space. In addition, I would assume the base analogs are comparable and that they exhibit the same methods of transcription, translation, packing, and expression. I digress... conservative missense substitutions would conserve protien function while creating genetic diversity among future cloned protheans so that non-homologous mutations cannot occur and unequal crossing over is not an issue.

Interesting. I don't see why Javik can't simply be cloned either... We can pretty much do all that right now (with a lot of problems involved but still). I guess the problem lies within reproduction. How long could you keep cloning male Protheans for? Unless they could somehow modify a premature Prothean into a female. "Here, reproduce with the female version of yourself! Not weird at all." But that's a stretch.. So I guess my cloning plan is incredibly short term.

I don't know if I want to find more Protheans: on one side Javik is the last one of his race and this makes him very cool; I think also he knows that, remember?:
Person: "What are you exactly?"
Prothy: "Prothean."
Person: "Really. And how many of you are left?"
Prothy: "Enough to kill you."
On the other side Javik is so interesting that seems a shame that his race must end with him...

Javik is not a scientist though, he is a soldier. So I am pretty sure he wasn't one of the Protheans on Ilos.
