Based on that picture, it would appear that Javik isn't wearing anything under his armor. Shepard always has a tight, scifi jumpsuit under his/her armor to prevent chafing, but Javik's too bitter/glum/grumpy to care. I consider this to be a valid observation, since the outfit looks like it would be quite uncomfortable for a softer species. Perhaps Javik's skin is hard and resilient, like the Collectors' carapces. Or like Quarians, which I hope are also giant bugs.

In summary, one might say he's "gone commando."

Specifically, so Cheez can have impure thoughts about him, though I'll admit to being... slightly fond of his chin. The rest of his sharkface is also quite handsome.
