I completed all my side missions and all loyalty missons so am I screwed since i have nothing to progress the story to have the IFF installed to the Normandy?

Have you gone to the AI Core to activate Legion? Or did you turn him into Cerberus?

he is activated

and i'm waiting for it to activate his mission but i have not missions to progress the story.

You activate Legion's loyalty mission by speaking to it, or are you waiting for something else?

he tells me he's building a consensus try again later.

Go somewhere else (another location) then go back to Legion to speak again. There is a glitch where certain conversations don't trigger, but leaving and returning tends to sort those out. Usually with Legion the loyalty mission is given straight away after reactivation, or at least that is how it is supposed to work.

nope. I even had a drink with Liara and still nothing.

Sounds like the only viable recourse is to replay the last mission, which I assume is the one where you got him.

Not sure of other suggestions at the moment.
