In DA2 mages can learn how to use blood magic from getting hurt. But in Dragon Age they need to be taught, and it's not particularly easy to learn.

In DA2, Anders asks Merrill if she learned blood magic by accidentally cutting herself and learning the power that way. That would make sense as it could happen.

About blood magic? Anders seemed overly serious every time he discussed blood magic, and always had a lecture ready.

Blood magic , to me , just mean there's some magic in people blood .You just need to learn how to channel and use it.
I don't think blood magic is evil at all i think it's used in a bad way , and it does attract demon a lot.
Besides blood magic been taught by demons and apparently Dumat , they probably teach what they wanted .
The wardens used blood magic too in the Joining , and it seems to be a good thing since it 's the only way to go against the taint.
Even Templars used it with the phylacteries ,and it doesn't seem to have any consequences.
