I'm of a mixed opinion when it comes to hair, and haven't made up my mind yet.
On the one hand we have too many bald aliens as it is, and hair does serve a biological purpose. It protects our brains from both the heat of our sun and extreme cold temperatures. Surely we wouldn't be the only species that needed protection from it's parent star and from cold climates.
But on the other hand, giving an alien species hair could easily make them look too human. In fact if Bioware gave the Quarians hair they'd probably have to double up on the alien features of their face and skin just so that they don't look like humans.
The alternative to hair or bald heads is to give them a mane of feathers or something similar to it. Feathers would serve the same biological purpose as our hair, and the first animals to have had feathers on our planet were flightless.
