Is there any way to move my Mass Effect 1 & 2 save games from my internal xbox 360 memory onto my xbox 360 hard drive? I wish to get all the DLC for both games but I am not sure if I can download the DLC onto my hard drive and play them with my save games which arent on my hard drive?

Personally I can't see a problem if your save games are elsewhere. I would imagine that all you would need to do is go into the memory management of the 360 and choose to move the save games to a new location. Be aware that you have to move them; they cannot be copied.
Also be aware that ME has a hidden save file which is the one you need to import characters. You'd have to play the last fight again to get that for import.

An error message comes up if I try to move it "This item cannot be transferred between profiles"

Save games cannot be transferred to other Gamertags, which is what I assume what the console 'believes' you are doing. All I can 'say' at this point is suggest you check whether your save games are associated with a different Gamertag.
I can't see why they cannot be moved in principle though.

Well, say for instance, my save games are on my xbox memory card, but i download the dlc to my hard drive. Would I be able to use those saves with the DLC?

As I stated, I don't see any problem in principle. And saves can be transferred from one storage device to another; though in not owning a model with internal flash memory I cannot 'say' for certain.
What you mentioned in an earlier post regarding 'profile' needs to be looked at with more scrutiny. Without knowing other factors concerning your particular situation I can only assume your console believes you are trying to move the game saves between different Gamertags, which as I understand it is not possible to do. I.e., we need to discern what 'profile' means.
Another thing to consider. If you have the Cerberus Network, do your save games work? The Cerberus Network is a collection of dlcs after all. Where do you have the CN stored? Other questions of that type may help you to answer the question.

You could try using a USB memory stick to transfer them from your internal memory, and then back onto the Xbox hard drive.
