That was one instance involving an incredibly stupid woman.  The Amells show there are nobility who shuffle their children off to the Circle, they may not be happy about it but they do it.  Also it wasn't just that Connor would lose his right iinherit a title it's that Connor would be lost, completely.  He'd be taken away and most likely they'd never see him again.  Allow mages to return home after their training and I'm guessing most nobles would view the Circle as a boarding school more than anything.
