Any species can drink ethanol, but not certain types of alcohoic beverages. Some beers, for instance, will still have yeast in them, which contains levo-amino acids. So it depends on what you're consuming.

Kasumi (cat burglary lends itself to flexibility)
Legion (even doing the robot is better than the Spectre Shuffle™)

Worse than Shepard:

Do you think Garrus WANTS to put up with the massive amounts of administration, logistics, complaints, mission reports, liasing with Cerberus to get funding and supplies, arranging to pay for fuel, probes, rations and thermal clips that Miranda currently does? (standard duty for an XO) He already has enough calibrations to do, as well as his guilt over failing once as a leader. Leave him alone.

In the field he's just another member of Shepard's squad. On the SM, he does what he does best, lead a small scale team in a pitched firefight.

In the ME universe, Shepard only ever takes two people along with him. If Shepard died, Garrus would be in charge of....one other person. Not really worth pissing off the only person of the ship capable of effectively handling all the paperwork.

I personally hate that... ^

I'd rather lead the whole team on every mission and just scale the spawns to the number of allies I've got.
