Cullen makes a lot of sense for much of the reasons stated by the OP. Though, for some reason I assumed he would take over as Knight Commander in Kirkwall once Meredith meets her fate, and I am not sure how available he would be with those duties. He has a loyal fan following though, which helps his case, I think.
Nathaniel Howe may be another. His quest in DA2 hinted at a lot of things going on with the Wardens that he couldn't fully confide to Hawke, but could possibly be "answered in the fullness of time." And he hinted at ...interesting... allies for the Wardens, allies which he would not name. If DA3 is going to forge a connection between DA:O and DA2, between the Hero of Ferelden/Warden Commander and the Champion of Kirkwall, I would expect Nathaniel and the Wardens to be largely involved. Oh, and Nate has a pretty loyal (and broody!) following as well.
I'm also really digging the idea of Maraas and the journey of self-discovery. I liked having Sten as a companion in DA:O. I know many players did not take the opportunity to get to know him, but I found Sten's conversations and descriptions of the Qunari fascinating. Having a Qunari companion, er, I mean a Tal'Vashoth, with a different view of the Qun and its believers would make for interesting storytelling.
I think much of it will depend on where DA3 will take place.
*pause* On second thought, perhaps it won't - circumstances can be created to make just about any character be where they need to be for the story.
