There are 6 ranks for each power. Rank 1 costs 1 squad point, Rank 2 costs 2 pts, Rank 3 costs 3 pts, and so on.
Shepard gains 2 squad points per level. Thus, at level 18, he/she has accrued 36 total squad points.
This means that it costs a total of 21 squad points to fully level up (or max out) a power. Since there are 8 total powers counting fortitude (keep in mind there could be 9 if fortitude turns out to not be the bonus power placeholder), that means it would cost a total of 168 points to fully level all 8 powers.
A level 60 Shepard would have a total of 120 squad points to work with, assuming that you continue to gain 2 squad points at higher levels; it could very well scale back to 1 point per level like it did in ME1. With 120 pts, you could max out 5 powers and get a good chunk of another one.
Personally, I think 100 squad points is going to be the final number. This is based on what I know of the previous Mass Effects' leveling systems (in that you gain less squad points at higher levels). If you gained 2 pts per level up until level 40 and then 1 pt for every level after that with Level 60 being the cap, that gives you an even 100 squad points to work with for a fully leveled character. With 100 squad points, you can max out 4 powers and have 16 points left over to get a good chunk of another power (rank 5 of a power costs 15 points total).
