This same problem occurs both in Mass Effect 2 and Dragon Age 2 (ME1 and DA:O work normally). every now and then, game freezes and screen turns to mosaic. in 70% of cases, game resumes normally after 10 seconds or so, but in rest of the cases I need to restart computer. Problem has persisted through several iterations of graphic card drivers, so I don't think it is the main problem
I suspect it to be graphic card problem, but why it doesn't cause similar problems in other games with similar high definition graphics such as Assasssin's Creeds or Call of Duties. is there some peculiar aspect in Bioware games that causes such problems.

This problem would be due to something in your hardware, or Windows revision.
ME2 and DA2 use completely different graphics engines. If it was ME1 and ME2 playing up, then there would be something in the games, as they both use the same graphics engine (Unreal3). Seeings as its 2 different game engines, is what makes me believe its something inside your rig thats causing the problem and not the games themselves.
1) Have you modded the games in any way? If so, does it act that way in the unmodded games?
2) Have you overclocked your machine. ME2 is known to have occasional issues with overclocking.
3) Have you forced any graphics settings (such as anti-aliasing) onto the game via your nvidia control panel?
4) Have you disabled the shortcuts for the various accessability options in the windows control panel. Holding down shift/ctrl/alt for 5 or more seconds could be kickstarting the accessability option setup wizard in the background.
5) Certain 3rd party applications have been known to play havoc with ME2's functionality. EG: Asus Smartdoctor/GamerOSD cause weapons locker crashes, Kapersky AV interferes with Unreal3 engine games, Comcast Constant Guard interferes with keymappings. Nero Smartstart prevents installation from some branded drives.
Try running your system bare bones by disabling as many applications that are present in your system tray (icons besides the clock) as possible. If ti works fine, enable them one at a time until you find the culprit.
You could also try a reinstall of the game, plus DX9.0c. When you uninstall, elect to keep your save games, but not your settings, just in case its something in there causnig the issue.

out of those options only 1) is viable since I use Gibbed's save game modifier for ME2 and several fan made addons for DA2
need to install that DX9.0c too since it seems to be helpful to some after reading these forums

The common denominator appears to be DirectX, and is similar to the issues with Neverwinter Nights 2 in that DirectX 9.0c (Redistributable version) may need to be installed and can be found on Microsoft's download site.
Installing DX9.0c does not overwrite or otherwise replace DX 10 or 11, it installs separately so that there is no conflict. Once installed, applications designed to run on DX 9 will run on DX 9 while those application that support DX 10 or 11 will run on DX 10 or 11.
Additional info regarding graphics cards, if the card has less than 1 GB RAM installed, it is best to set the game to run on DX 9, attempting to use DX 11 on less than 1GB on the graphics card may impact performance greatly with some games.

This actually sounds like a hardware related issue like a clogged up graphics card fan causing overheating during GPU heavy moments or a dying one. Hate to sidetrack what everyones talking about here but did you look inside your case lately?

I installed Dx9.0c and although it didn't fix the problem, it helped recovering from the freezes. There hasn't been any total freeze that require reboot after installing it.
I checked inside the case, not covered in dust or anything, but I've determined that the casing I use is bit too old. It gets clogged with wires so much, that it restricts air flow inside it, causing overheating problems especially to graphic card
