Hardened Leliana is supposed to stay with the warden -- it's a bug that she doesn't (unhardened dialog triggers). Zevran will stay with the warden as well as long as long as he and the warden have had sex and/or if he's at adore.
Hardened Leliana most certainly does understand a political marriage and understands the influence she'll have being so close to the throne.

The difference is that Cailan was King in his own right, and Anora was Queen consort when she was married to him. The Consort is the one who needs to look the other way. Any power the Warden has, the Queen gave to him. Chancellor, Teyrn of Gwaren, whatever. The Warden would be taking a major risk to cheat on the ruler. It might be different if the Warden was King in his own right like Alastair would be.

Except, what then? Does she divorce a Cousland king? Does the Chantry even allow it? Is it even legal in Ferelden? What would be the point of her divorcing? The Landsmeet would have to decide what to do with the crown since you appointed yourself and Anora rulers. She can't divorce you and kick you off the throne. I think a royal divorce is possible because Cailan was thinking of divorcing Anora. I wasn't aware the Warden and Anora were co-rulers, I thought she held the power. I'll have to think on this a bit more.
As for the Warden and Anora, you can't choose to rule by yourself, but you can choose to rule with Anora. She only rules because you said gave her that right. She has nothing to gain through a divorce and she cannot hold the throne by herself in this situation.
