Well, I've already tried disabling cores and regulating them, but I'll try it again; if there's anything I've learned when troubleshooting games, it's that, for whatever reason, a fix that doesn't work at one point may still work some time in the future. I'll try and give an update tomorrow.

Mass Affinity does not help, unfortunately, and the Quad-Core Optimizer is built into Windows 7, so that's a no-go.

EDIT: I just noticed something when plaing the game, which I discounted before because it seemed too minor; there is actually somewhat of a framerate drop during some of these hiccups, but it is extremely small: The game runs virtually constantly at 60 FPS, but at these "hiccup points", it drops down to about 56 or 57. Now, as I mentioned before, I had previously discounted this because a drop like that shouldn't even be really even perceptable, much less the cause of such noticeable hiccups, but the fact that it runs at 60 consistently at all other times... I don't know if it's significant or not (probably isn't) but just wanted to make a note of that.

This is a shot in the dark, but try downloading the Visual C++ 2010 distributable and its various updates. ME2 uses the 2005 version, but it could be a slight incompatibility between that and Win7.

With the FPS drops and slowdowns, does it happen at regular intervals, or random?

The FPS drops tend to be in specific areas, though there are some which seem random (albeit, after replaying several sections, these random bits also seem to happen around the same area). I also decided to boot up a particular area of the game (the "Niket-Miranda" confrontation) and noticed the framerate suddenly dropped down to about 40 FPS (note this drop only occured during the dialogue, it ends as soon as the combat begins)... Similarly, I've noticed the FPS for loading screens tend to also drop down to 25-40 FPS. 

I'll try downloading the distributable and see what happens.

Isd it just during dialogue you get the drops? I have similar drops during dialogue cutscenes, I only really noticed it because I'm running fraps in the background for taking screenies, and I have the FPS counter in the top left corner.
While I dont have an absolute beast of a system (its my system specs shown in the "Read First" thread), its decent enough to give me 40-45 fps during combat, and depending on the area, dialogue can drop down to 15 fps, but I have noticed that is due to a number of factors, such as reflective surfaces and the amount of light sources. I changed the material of Shepard armour to be a matt finish, and I got a framerate boost just from that.

No, the framerate drops I'm more concerned about are when out of dialogue; random hiccups at certain points (e.g. entering the first "outdoor" area of the Nos Astra port, going through the main entryway into Afterlife, going through the C-SEC cordon on the Citadel, etc.) and jerky movement animations while running. Mind you, during dialogue there are things that concern me, primarily the annoying sudden jerky movements of the animations (particularly head movements).

Anyway, I tried the distributable, but no dice.

How many monitors are you running? I have two and with some games if I hold down certain keys on the keyboard (specifically Alt, Tab or shift, but not at the same time) and move my mouse too far to the right it shows up on the second monitor and I get similar graphical issues that you explained. Is it only ME2 you have this problem?

The monitor connection, is it DVI, HDMI or VGA?

I only have one monitor with a DVI connection.

EDIT: Okay, I just doublechecked the GPU usage when retesting the "Miranda-Niket" bit again; FPS drops to 40, but the usage (while it does increase a fair amount from the usual of 27%), at it's very highest, is only 71%. Considering that when I run the stability test in Afterburner, it hits 93% with 200 FPS, this doesn't seem to make sense. It seems like it has to be due to some type of limit or such, but then why is Afterburner able to get so much more usage out of it?
