technicaly shepard shouldnt get a promotion because after she joined the spectres she basicaly retired from the aliance. the real reason she got the normandy was because the ship and crew were ordered to follow shepards orders. but shepard was not part of the aliance.
and since the spectres dont hold ranks no promotion is in order there either.
and the events of mass effect 2 wether shepard accepts the spectre status again or not. nothing she does is ordered by either the aliance or the council. so basicaly no promotion is in order at all.
I do wonder about the new chain of command on the normandy SR2 retrofit.
especialy since in the E3 gameplay footage you see the virmire survivor already on the normandy when she comes to rescue shepard and Anderson. who is going to follow who? (obviously everyone will be following shepard but i wonder how they are going to handle it)

Shepard needs no rank. Shepard IS her rank. Commander is simply what she allows people to call her.

In ME1 Shepard is working for the Council rather than the Alliance wich makes him/her technicaly not a part of the human military anymore. Followed by two years considered dead. And then there was this working for everyones enemy Failberus in ME2...
So no, I can't see any climbing of military ranks for Shepard but then again he/she don't need it anymore.

You don't have to, you can wiki it.
Flight Lieutenant is a Royal Air Force rank, equivalent to an army Captain. Probably chosen cause Joker's a pilot.

Not being part of the military solves the whole fraternization issue so my Shepard can get back together with Kaidan in ME3. Unless they make Shepard Admiral or Fleet Admiral. He/She defiantly deserves that rank if He/She manages to beat the Reapers. Admiral Shepard. ... hmm, not bad.

From the gist I get, Spectres have the authority to commandeer any personnel or resources necessary for their mission from any Citadel-aligned military.
Even if Kaidan is also a Spectre too, Shep would probably have seniority over him.

At the end of the Earth demo, apparently Anderson tosses Shepard his dog tags and welcomes him back to the Alliance military. I'm thinking Shepard should just be grateful he isn't in front of a firing squad.

You could promote Shepard to the same rank Alenko is, Staff Commander and still call him/her a Commander. That would also solve the slight dilemma about Kaidan taking orders from someone with lesser rank than him. Besides, you could say Shepard got reinstated to Alliance the minute he/she flew to Aratoht. The operation was an Alliance one after all.
