I see some DW Rogue builds that really max this out. To what end? I don't see that it enhances DPS or defense. It's just a prereq for certain talents and enhances persuasion and armor penetration. Why would I try to end up with 60 cunning in a DW rogue as some builds suggest?

Cunning affects the following things:
Talents (rogue talents mostly)
Skills (Coercion)
Armor Penetration
And Damage in place of strength (as a lethality Rogue)
Most DW builds that have high cunning are rogues that dual weild large weapons (DW swords for example). Since weapons like Swords and Axes and anything besides daggers use the Strength attribute to determine damage, the Cunning/Lethality Rogue is able to get the dexterity needed for his talents and the cunning needed for damage (and they have a !%!@$@load of armor penetration to boot).

A Number of Rogue class Talents and Spec Talents focus on Cunning to determine their effects. (Bard and Assassin talents are a good example.
Skills Coercion, Lockpick, Stealing, Stealth, Makeing and Disraming Traps, detecting Traps, makeing poisons. Are all boosted or require certain levels of cunning.
Armor penentration increases damage with all weapons.
Lethality talent substitutes cunning to calculate damage in place of Strength (If cunning is higher then Str)
So basicaly everything a Rogue does is directly enhanced by cunning more then any other attribute.
Downside though is cunning doesnt add to your defenses like dex does, and dosnt add to your attack score(Chance to hit) like str and dex both do.
