Kasumi. Longer, includes a squadmate, a new weapon, and has a real choice in it.

Arrival's fine, but if it's one or the other, get Kasumi first like didymos suggested. For your second question, no one knows the exact details yet and to say anymore would be guessing (the devs said all main characters will return in some capacity, but how this applies here, I don't know).

What didymos and HBC Dresden said. You should probably at least watch a Youtube or two of Arrival, even if you don't buy it - the plot, such as it is, will be highly relevant to ME3 - but Stolen Memory is the far greater gameplay value.

Kasumi: Stolen Memories. You get a new squadmate, new weapon, and a choice which may or may not have carry over to ME3. Also her quest has a type of game play, early on, that's different then the others. Especially if you plan on playing through ME2 with more then one Shepard then Kasumi is way more worth your points.

Kasumi!!!! Do it!!! Much more enjoyable and rewarding in my opinion. And the perks of the extra squadmate and whatnot everyone else mentioned is good too. All around best choice.

Kasumi... it's got great gameplay, a squadmate (with a great bonus power, especially against Harbinger), a machine pistol that's like having Master Marksman back (the Locust), and the choice feels like a choice.
Arrival is pretty much the plot that ME2 was missing, but it's filled with recycled stuff.
Trying to beat Object Rho on NG+ Insanity is a great challenge, though (full of rage sometimes, but a great challenge, lol), so it's not a bad choice.
Kasumi is just... a massively better choice... XD

Kasumi, Arrival is canon, there for i does not matter wheter you play it or not, so i recomend buying Kasumi and LoTSB since you get a choice the may change something in ME3. PEACE

Overlord is a good DLC if you haven't gotten it already. Very nice storyline.
